Found a High Elf (or by his look, possibly a Blood) standing at a camp in northern Azshara, gives a quest to "meet with his master" (repeatable). You need to collect 2 undamaged hippogryph feathers from the stagwings in the zone; turning these over teleports to up to the top of the mountain range in the north of the zone, at the base of a path leading upwards. You arrive in a circle of torches, at the centre is a rune or glyph that looks like a warlock summoning circle of some kind. There is another 'apprentice' there which teleports you back to the first camp.
Following the path up, you come to a tower. A Night Elf stands nearby (on no visible faction), doesn't respond with text of any kind.
Climbing up into the tower, you find two high elves (no faction), and a human Archmage called Xylem. He doesn't respond, and has no faction.
Anyone know what this might be for?

And I agree with Star-Demon's post above: was a big anti-climax to have him say nothing after discovering the Tower in the first place.

It's actually quite a decent quest for as long as it takes. Especially if with a mage. This NPC in particular sends you up the mountain to complete the subsequent Delivery quest.
Otherwise, there's really no use for this bugger.

It should be noted that that quest is Horde-only.
Yeah, kind of a dead end currently....

I love this quest. Something like 32k total exp I think and it's sickeningly easy. It takes like 10min to get all the tablets (have a mount and fear is a huge plus). Add on the 5ish minutes it took to get the two feathers then you just go from place to place delivering. Heart in Orgimarr and it's really quick.
The quest is great xp, but it's such a waste of a cool, mysterious locale.
Agreed, they should definitely expand upon it with some major quest lines.
Really surprised to hear that its for a Horde only quest, seeing as there are three high/blood elves involved with the Tower. Humans I can see working with the Horde, but high/blood elves?
In general, blood elves hate the Alliance.
It's got night elves in it, for a start....
