Whatever level you can get the trinket from the Argent Dawn. I think it's 50 when the town criers give you the quest. You don't want to bother with the plaguelands unless you can get stones, IMO.
Having three characters that are either in the upper 40s or rapidly approaching, I'm getting the hankering for wiping out large numbers of undead. Whether it's mage, hunter, or paladin, what's the lowest level that I can effectively solo grind in the Plaguelands, and what's a good camp to start?

EDIT: Correction - You don't get the Commision from THAT one, but rather somebody else at that same outpost -- You still need to be 50 to get it though.

Although the undead in the graveyard does drop quite a bit of runecloth for the level.

While I respect your desire to kill a certain type of mob, it's a pity you won't consider Yettis in Winterspring. They are well spaced out, close to town, drop good loot. and can be skinned.
Plus, it's extremely rare to get an add.

My 50 druid is just starting to move around into these zones (plaguelands, fellwood, winterspring). Looking at starting the yetis in a few more levels. Ungoro still has a lot for me to do, lots of stuff to skin also.
I loved Winterspring. It was such a nice change of pace, because I had not hunted in a snow covered area since Dun Morogh.
Western Plaguelands begins to open up at 50. It scales up to the late 50s, and the eastern portions of WPL are actually higher level than the southwestern portions of EPL.
Andorhal sucks.
But if you haven't been to Felwood yet, I'd advise giving it a try. There are some fun quests in that zone, especially the ones involving Shadow Hold (I'll need to finish those one of these days - they're like instance quests, only it's not an instance). Plus, you'll probably need to grind the furbolg camps to get through Timbermaw Hold to Moonglade and Winterspring anyway. Winterspring is also a cool zone, and it's a nice break from the unrelenting dreariness of EPL and Burning Steppes every once in a while - it's pretty and charming.

Not to derail this too much but having just hit 50 I'm curious. Zones for this seem to me....
low 50s-Ungoro, Fellwood, WPL
Am I missing any others? Not sure the levels for blasted lands, or burngin steps
Ungoro, Felwood, Burning Steppes, Blasted Lands (it'll be starting to go green), Plaguelands (you'll have missions sending you east), Winterspring, Felwood.
I went ungoro, felwood, winterspring, western, eastern plaguelands in that order.
Un'Goro Crater, Felwood, Blasted Lands, Searing Gorge (?) - high 40s, low/mid 50s zones. Blasted Lands at least has almost no quests, and Searing Gorge has only a handful for the Alliance.
Western Plaguelands - 50-57 or so zone, lots of quests.
Burning Steppes - conceivably a zone that encompasses all of the 50s, but there are practically no quests to the west of the big Blackrock Orc encampments IIRC. So essentially the zone tapers out once you get into your mid 50s, unless you feel like grinding high level worgs and scorpids and occasionally being eaten by wandering drakes.
Eastern Plaguelands and Winterspring - high 50s-60 zones. Quests are bountiful but never enough.
Oh, and now we have Silithus, which is about the same level as EPL/WS but incredibly more annoying and with fewer quests - the one real quest, however, has an awesome caster reward ring.
Not really sure how Azshara fits into the picture. I'd say it's about the same level as Felwood, but I don't like it and there are like no quests.

Andorhal definitely sucks. Seriously, screw that whole area.
I enjoyed both Un'goro and Felwood immensely, but every zone after them has been awful. Not enough quests, mobs become tough to solo or are packed too close to one another, etc.
Not enough quests in EPL? You musn't be looking in the right places, as the questgivers are pretty scattered. The two main quests start from the old farmer along the river with WPL to the north, and from the old ghost in one of the houses on Sorrow Hill in WPL. The rest are from Light's Hope, more or less.
I ground most of 59 in that vale to the north of Light's Hope in EPL, the one with Nerubians, Cult of the Damned, and plenty of undead. Wasn't that fun, but much better than trying to do it on a) the stealthhappy cats in northern Winterspring or b) the silencehappy bats/gargoyles in the rest of EPL.
Winterspring can be frustrating, but there are were enough quests to mostly fill in for EPL when it was running dry - though there are probably fewer for Horde, since quite a few of the quests are actually from the Alliance-controlled Starfall Village, and the Horde seems to have no counterpart. But the place is just very relaxing environmentally.
